The clean energy support program in Russia was launched in 2013, and the first serious strategies appeared in 2009. Investment in the industry by 2035, according to experts, will reach $53 billion. At the same time, the main part of the work on the development of “green” technologies should fall on the shoulders of medium and small businesses.

Foreign experience in using state support for the development of the industry

The experience of China in the field of successful development of inexhaustible resources with the help of the state is the most interesting. To date, the country has come out on top in terms of the amount of energy received with the help of solar power plants: in 2016, it was possible to achieve an indicator of 66.2 terawatt-hours. In just a year, the capacity of the installations increased by 34.54 GW to 77.42 GW.

The program of phasing out the use of fossil fuels assumes that by 2030 the share of energy production based on alternative inexhaustible sources will be 20%.

At the moment, this figure is limited to 11%, with 1% of them being solar.

Government support programs for the development of solar energy

In Europe and the USA, the state supports solar energy, successfully applying the following measures:

  • preferential tariffs for solar power plants, availability of subsidies for their construction;
  • tax incentives;
  • mechanisms for partial reimbursement of expenses for loans for the purchase of equipment.

State support for solar energy in Russia

The legislative framework and state support programs for the development of solar energy in our country are being continuously developed. There are two main documents regulating this area:

  1. Decree of the Government of the Russian Federation No. 426 “On the qualification of a generating facility operating on the basis of the use of renewable energy sources”, issued on 07/03/2008;
  2. Decree of the Government of the Russian Federation No. 1-r “On the Main Directions of the State Policy in the Sphere of Increasing the Energy Efficiency of the Electric Power Industry Based on the Use of Renewable Energy Sources for the Period up to 2020” from 08.01.2009

Russia has in its arsenal all the necessary modern technologies for working with solar energy; silicon and multijunction photoelectric converters and concentrating systems are being developed and improved. In 2016, three companies proved to be active representatives of the industry.

  • A joint venture between Renova Group of Companies and Rosnano, which produces modernized solar batteries in Chuvashia.
  • GC Hevel, which announced at the beginning of the year the launch of Pleshanovskaya and Grachevskaya solar power plants in the Orenburg region, the capacity of each of them is 10 MW.
  • The Russian Space Systems holding, which is part of the state corporation Roscosmos, completed by the beginning of 2017 the creation of an improved method of electrical protection for domestic solar batteries.

The most significant object of the Russian industry is a 100 kW solar power plant located in the Belgorod region. With the support of the state, solar parks with a capacity of 12 MW are being built in the Stavropol Territory and 10 MW in Dagestan.

Support for enterprises working with solar energy involves the use of a “green tariff” that guarantees an investor’s income at the level of 14%, achieved through a higher cost of services for the consumer. Participation in the program requires passing a competitive selection process held annually. Projects are prepared at the request of the regions.

A draft law is under development to encourage micro-generation of clean electricity by consumers. In the yards or on the roofs of private houses, it is planned to allow the installation of stations up to 15 kW, equipped with a system for dumping excess into the network. Their payment at wholesale cost is assigned to energy sales companies. Personal income from this source will not be subject to taxation.
